Store data about uploads in an `upload` table in hive
This data will allow us to track uploads (and whether they have deletions requests, or have been deleted) more easily
Note that the update_uploads.py script takes appox 3 hours to run
How to register an account on GitLab. Due to spam, new accounts are locked until approved by an admin or the approver bot.
