Revert "make-container-image: Add MW_FORCE_VERSION support"
This reverts commit bc187489.
If MW_FORCE_VERSION isn't set, the php-fpm container will fail like
so:
ERROR: [/etc/php/7.4/fpm/env/mw_force_version.inc:2] empty value
