Provide kokkuri as a real CLI
Refactored all shell scripting within shared GitLab CI jobs into a
kokkuri CLI program (written in bash for now). This should allow for
more flexible (re)use and better testing.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
