add plugins and CasC config from production releasing instance

The CasC configuration excludes all authentication+authorization config. Instead, a single admin user admin/butler is added for development purposes until a full-fledged OpenLDAP can be added to the Scap3 development environment.

Parts of this config will likely be updated as more development happens on the dev env. Once we are ready to deploy this repo to production, we will need to review and sync with prod one last time
