add settings files for new physical hosts
This change adds two settings files for new hosts gitlab-new and gitlab-replica new, used on gitlab1003 and gitlab1004. This additional settings files are only used during migration.

How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
