• Regulation section has been improved according to the specifications detailed in the ticket

  

• Read View has been updated according to the above

• The experiment/instrument cannot be activated if the risk level is Risk assessment pending

  

• compliance_requirements field and all its usages have been renamed to risk_level in the database/application. This will require a database upgrade when deploying to staging/production: (Since all instruments/experiments are using the web_base stream, we can considered them as low risk)

  • Rename compliance_requirements columns to risk_level
  • Update risk_level value to Tier 3: Low risk for all instruments/experiments
  • Leave empty security_and_legal

• Tests have been updated according to all changes above

This MR also fixes T401366 to calculate and show properly the Traffic/Sample rate depending of the type of the artifact (experiment or instrument)
