Dumps_v1: Run dumps in stages instead of batches

We have previously been running the dumps jobs using a fixed list of many small jobs, but batching them together in sets of five.

Now we are taking inspiration from the way that the batches have been configured on the snapshot hosts, and using pre-defined stages.
