1. Add to_time_nodash='HHMMSS' time filter.
2. Use + to concatenate multiline string.
3. Update archive_file paraemter of Hdfsarchive task to use new time filter.

Fix date in the archive file path to be padded.

1. Replace {{run_id}} with {{execution_date|to_ds_hour_nodash}} in temporay_directory.
2. Add to_ds_hour_nodash to time_filters.py

To account for AF data interval.
