Mark octavia mgmt network as shared
We seem to need this in order to allow VMs in the service project to use it. Unfortunately this means the network appears in the Horizon VM creation workflow which might need to be fixed in Horizon.

How to register an account on GitLab. Due to spam, new accounts are locked until approved by an admin or the approver bot.
