Update WASI toolchains and document remaining problems.

This MR splits Rust versions and targets for each evaluator, using wasm32-wasip1 where possible. This is important because wasm32-wasi has been deprecated as of 20250109. New WASI woes (including the Rust target change) are now documented in the README.
